Job Description
Responsible to the Executive Director for  leadership, analysis and workflow related to the agency’s financial operations and technology infrastructure.  Individual is responsible for fiscal staff, annual budgets, audit processes and reporting as well as establishment and implementation of strong internal controls.  Direct fiscal responsibilities include management and oversight of cost allocation practices and  expenses, reconciling accounts, management reports and reporting to the BOD. The individual will be a core member of the agency leadership team and will be responsible for integrating strategic objectives within fiscal  operations.  Individual must balance competing priorities and must demonstrate an ability to manage a high-volume workload.  The individual must demonstrate strong analytical and decision-making skills, must exercise independent judgment and initiative while adhering to and supporting agency policies and procedures.

Financial Operations
  • Prepare project budgets for proposals and timely submission of reports to funders, including foundations, government agencies, and others.
  • Ensure timely preparation of monthly and annual financial statements and regular reports and analyses, including budget to actual performance, according to GAAP accounting standards.
  • Ensure timely submission of all funding requests.
  • Monitor and confirm financial condition by conducting internal audits, leading communication with external auditors to prepare annual audit and form 990;  Manage annual independent audit, and government funding related program audits as necessary.
  • Monitor cash flow and recommend changes to agency borrowing practices as appropriate to maintain agency operations
  • Work in collaboration with the Executive Director and Finance Committee to maintain and implement investment policies for general assets and agency restricted reserves
  • Deliver easily understood presentations to the Finance Committee and the Board that accurately convey financial performance and status
  • Integrate and coordinate the assigned duties of the accounting cycle (A/P, A/R, journal entries, payroll, etc.) with other agency staff resulting in timely and accurate financial reports.
  • Exercise initiative, discretion and independent judgment in accomplishing assigned duties
  • Complete related work as assigned within the scope of responsibility and skill required for the job
  • Monitor purchasing controls and efficiencies to achieve least cost, best quality acquisition of materials, services, travel.
  • Lead investigation of Fiscal fraud within the agency.

Risk Management and Compliance
  • Ensure the completion and submission of all required government filings
  • Work in collaboration with core leadership team to ensure compliance with all government regulations, including those related to charitable registrations, and lobbying.
  • Regularly review control risks, ensure internal control and risk reduction policies and procedures are in place and compliance is monitored
  • Investigate reported incidents of potential financial misconduct
  • Collaborate with the Executive Director and the Finance Committee to regularly review and manage agency risks and ensure appropriate insurance coverage commensurate with risks
  • Ensure quality maintenance and security of assets, records. Work in collaboration with the core leadership team to ensure adequate emergency response procedures are in place;  oversee preparedness related to financial and business operations

Strategic Leadership
  • Provide financial leadership to core leadership team and guide financial decisions by establishing, communicating, monitoring and enforcing policies and procedures and financial reports and analyze and share  financial information to ensure support efficient, effective and strategic use of resources; Collaborate with team to identify and implement cost recovery techniques, fee structures, revenue-generating products and services.
  • Continuously improve and oversee implementation of financial policies and procedures to ensure strong financial controls, accurate accounting, and the integrity of our systems.
  • Lead annual budgeting process and track performance.

SUPERVISION:
  • Responsible for supervision of Fiscal Managers and finance support staff.

EDUCATION AND EXPERIENCE:
  • Bachelor’s degree in  accounting,  and at least 5 years’ experience accounting.
  • Two years supervisory experience of professional level staff.
  • Experience, coursework, or other training with applicable U.S. Federal government OMB Circulars A-122, and A-133, state and local regulations, and of the meaning of standard contract clauses. 
  • Appropriate experience may be substituted for education.

LANGUAGE SKILLS: 
  • Ability to read, analyze and interpret documents such as policy and procedure manuals, professional journals, technical procedures or government regulations and contracts.
  • Ability to write reports, business correspondence and procedures.
  • Ability to effectively present information and respond to questions from management staff, board of directors or funding sources. 

MATHEMATICAL SKILLS: 
  • Ability to translate numbers into required reports.
  • The ability to understand and implement budget and comprehensive financial reports.
  • Keen understanding of non-profit accounting procedures and cost allocation.

REASONING ABILITY:  
  • Ability to visualize end results of a single multi-faceted project, develop procedures to attain results within broad guidelines, apply policies and practices to resolve problems independently, and detect cases for referral.
  • Ability to use analysis and judgment in the adaptation and interpretation of established practices and procedures to meet problems and situations within a defined role.
  • The ability to assess complex participant needs and concerns and to work with staff to develop and implement service delivery strategies.
  • The ability to prioritize within an environment that includes multiple and competing deadlines.

CERTIFICATES, LICENSES, REGISTRATIONS:  
  • Access to reliable, licensed, insured driver and transportation

OTHER SKILLS AND ABILITIES:  
  • Demonstrated budgeting and analysis skills
  • Demonstrated ability to prepare and deliver presentations to diverse audiences (Board members, community groups, etc.)
  • Comfort with technology systems and ability to work with IT staff to ensure efficient operations
  • Proven ability to manage competing deadlines in a fast-paced and demanding work environment
  • Ability to maintain confidentiality of records/information.
  • Ability to gather and analyze data, and write reports.
  • Ability to establish appropriate priorities, delegate tasks and motivate staff to meet deadlines in a high volume environment.
  • Ability to work independently and as part of a team
  • Ability to comprehend and follow written and oral directions. 
  • Thorough knowledge of Microsoft Excel and computerized accounting systems
  • Knowledge of generally accepted accounting principles
  • Must be familiar with accounting practices from source documentation through audit
  • Knowledge of IT functions and ability to troubleshoot problems.
