Position: Personal Assistance Services RN Supervisor

Status: Full-time, Salaried

Reports to: Director of Personal Assistant Services

Position Summary:Assists with the PAS Program planning, development, and direction. Provides supervision and evaluation of assigned staff. Provides guidance and clinical assistance to RN Care Coordinators. Works with the Program Director to ensure that Medicaid audits are addressed and executed promptly. Provides consultation to department agency personnel and/or community as delegated/requested. Ensures that the program complies with all Medicaid, HIPAA, and other related laws. As a member of the management team, responsible for creating and sustaining a healthy workplace culture for the department and the overall organization that emphasizes the mission and vision. Works with the Program Director to expand fee-for-service opportunities; establishes good working relationships with vendors and providers for referral purposes, and is part of the Quality Assurance Compliance Committee. Maintains a good working relationship with other departments within the agency and ensures PAS follows DHS regulations 105.17 and 107.112. Participates in agency fundraising events and other functions of the agency.

Position Expected Hours of Work: This is a Full-Time position. At minimum, days and hours of work are Monday through Friday, 8:00 am to 4:30 pm. Evenings and weekends as needed or required to meet the job expectations.

Essential Functions of the Position:

  1. Responsible for the direct supervision of various positions including annual reviews, disciplinary actions, and file documentation.
  2. Provides support and guidance to RN care coordinators on a variety of personal care consumer issues and conducts a review of clinical documentation.
  3. Works in collaboration with the PAS Program Director to oversee the day to day operation as it relates to RN Care Coordinators and develop and implement systems that make the PAS department more efficient; which includes personnel development, quality assurance and program evaluation.
  4. Responsible for assigning consumers to RNCCs as well as monitoring and adjusting caseloads.
  5. Provides direct oversight in the investigation/resolution of consumer service complaints and appropriate follow through in accordance with HR, PAS program and Medicaid Regulations.
  6. Assumes charge of the administrative and supervisory functions in the absence of the PAS Program Director.
  7. Assist in the coordination of Quality Improvement activities with timely implementation of corrective action plans and ongoing monitoring.
  8. Develops a plan for ongoing in-services and staff development for PCWs and RNs that meet our yearly compliance requirements.
  9. Assist Human Resources with all responsibilities directly related to PCW's, including hiring, investigations, disciplines, and terminations.
  10. Maintains on-going knowledge of government funded programs related to Personal Care and Home Care field. Keeps abreast of HIPAA regulations.
  11. Assures development of a comprehensive orientation plan for newly hired PAS professional staff and completion of that plan for all new staff.
  12. Assures the development and occurrence of effective in-service / training programs for all PAS staff, including PCWs.
  13. Attends conferences, seminars, and meetings regarding issues related to Personal Care as needed and required.
  14. Provides advocacy and support for the Independent Living Philosophy to all PAS staff and consumers.
  15. Responsible for all other various tasks associated with an efficient operation of the PAS department.

Experience and Skills:

Required Experience

  1. Bachelor degree in nursing preferred; minimum of Associate's degree with equivalent experience required and licensure in the state of Wisconsin.
  2. Minimum of 3-5 years' experience in a managerial role in a Medicaid certified Home Health/ Personal Care Environment.
  3. Knowledge of Medicaid, Family Care, IRIS and other forms of managed care and regulatory requirements for Medicaid.
  4. Familiarity with Medicaid Audit Procedures.
  5. Demonstrated Computer and software skills required; proficiency with Microsoft office.
